Jim Narva - President
For over 25 years Mr. Narva has been involved in fire and life safety issues at the local, state, and federal levels. Having served in emergency operations as well as prevention and public safety capacities over his career. Mr. Narva has a broad perspective, expertise, and experience in what is necessary to ensure public safety that he can bring to any public safety driven organization or association. 

In 2006, after serving as the Wyoming State Fire Marshal he formed Narva & Associates, Inc., a firm specializing in all aspects of association management as well as offering consulting expertise on public safety and government relations with an emphasis on emergency responder safety and enhancing the safety of the public as new technologies emerge. 

Mr. Narva currently serves several organizations where he and his team provide overall administrative and project management expertise; he interacts directly with the Boards of Directors to implement their priorities while simultaneously ensuring a healthy and vibrant organization that’s focused on fulfilling its mission. He is actively responsible for overall management as well as the management of various programs; in doing this he works directly with the emergency responder community, local and state fire marshals and fire officials, government, industry and associations from across North America on issues regarding firefighter and public safety.

Throughout his career Mr. Narva has been heavily involved in issues involving fire prevention, fire and electrical inspection, arson investigation, licensing and permitting, labor/management relations, interoperable communication, consumer product safety, safe energy in transportation, terrorism preparedness and fire fighter training.

Philip Oakes
Vice President - National Program Director

Mr. Oakes is a Senior Level Consulting Executive with expertise in business development, marketing, strategic client development, successful multi-disciplinary team management, and project delivery. He has exceptional ability to construct and facilitate cohesive teams, to interface with public agencies and emergency service organizations, and to serve as liaison among key stakeholders. 

A project success expert, Philip has participated as a speaker, facilitator and panelist for several emergency service and political organizations. He is a proven relationship builder both in emergency services, and as an elected official. He has been involved in several complex, award-wining projects that have challenged the status-quo in terms of design, delivery and cost efficiency.

Prior to taking his current position with Narva & Associates, Inc., Philip served as the State Training Director for the Wyoming State Fire Marshal’s Office, where he was responsible for coordinating the activities of the State Training Division, as it provided training and fire investigation assistance throughout Wyoming. In this position he established the master and strategic plan for the division.

Philip served in the fire service from 1993 until 2016, serving as a firefighter, Public Information Officer, Engineer, Training Officer, and Operations Chief. At the time of his retirement he was serving as the Chief of Laramie County Fire District #4. In the past he has worked as an EMT-B, and as an Emergency Services Dispatcher. He currently aids his community as a volunteer ambulance attendant for Burns EMS. He is a certified Fire Officer III, Fire Service Instructor III, Hazardous Materials Incident Commander, Fire Inspector, and Fire Investigator. Philip has served as a book reviewer and contributor for several publishers, recently contributing to the Training Officers Desk Reference Manual.

Philip recently completed his Bachelor’s Degree in Business administration, graduating Summa Cum Laude. 

Jon Narva – Director of External Operations
Known for his think-outside-the-box entrepreneurial approach to project management, Mr. Narva brings his senior level management experience in the both the fire service and labor relations fields to the table. An experienced team builder, his abilities in public relations, consensus building and the political process provide an exceptional track record of leadership and results.

Jon joined Narva & Associates in his role as Director of External Relations following nearly two decades of service with the Cheyenne Fire & Rescue Department. Having worked his way through the ranks of the Department, he filled roles ranging from Suppression Firefighter through the number two position in the Department, Operations Chief.

In addition to his Fire Department career, Jon has served in leadership roles of statewide organizations such as the Wyoming AFL-CIO, Federated Fire Fighters of Wyoming, and the Equality State Policy Center. Coupled with his 15 years of service as a Local Union elected officer, Jon has developed a broad-based perspective on project management and leadership.

Jon is charged with the responsibility of new program development and implementation, fire code enhancement, science and research program expansion as well as team building and project management. Recent projects include the Building Code Safety Layering Program which includes Project FAIL-SAFE and the NASFM Safety Layering Matrix. Jon is also currently involved in the early phases of development for enhancement of the National Fire Incident Reporting System (NFIRS).

Jon holds an Associate’s degree in Fire Science from Casper College and graduated Magna Cum Laude with a Bachelors in Fire Administration from Columbia Southern University.
